Graces

Grace submitted to the Senate on 17 January 2024

The Council submits the following Grace to the Senate. This Grace, unless it is withdrawn or a ballot is requested in accordance with the regulations for Graces of the Senate (Statutes and Ordinances, 2023, p. 115), will be deemed to have been approved at 4 p.m. on Friday, 26 January 2024.

1. That the recommendations in paragraph 6 of the Report of the Council, dated 10 November 2023, on a revised nomination and election process for Senate elections (Reporter, 6718, 2023–24, p. 113), as amended by the Council’s Notice dated 17 January 2024 (p. 227), be approved.

Graces submitted to the Regent House on 17 January 2024

The Council submits the following Graces to the Regent House. These Graces, unless they are withdrawn or a ballot is requested in accordance with the regulations for Graces of the Regent House (Statutes and Ordinances, 2023, p. 112), will be deemed to have been approved at 4 p.m. on Friday, 26 January 2024. Further information on requests for a ballot or the amendment of Graces is available to members of the Regent House on the Regent House Petitions site.§

1. That approval be given for the disposal of land as described in the Council’s Notice dated 11 January 2024 and shown outlined as plot 9 and in green on the plan attached to that Notice.1

2. That, on the recommendation of the General Board, a Hong Kong Jockey Club Professorship of Global Health be established in perpetuity from 1 March 2024, placed in the Schedule to Special Ordinance C (vii) 1, and assigned to the Department of Medicine.2

3. That a Hong Kong Jockey Club Global Health Fund be established in the University, to be governed by the following regulations:2

Hong Kong Jockey Club Global Health Fund

1. The benefaction provided by The Hong Kong Jockey Club Charities Trust, together with such other sums as may be received or applied for the same purpose, shall form an endowment fund called the Hong Kong Jockey Club Global Health Fund, which shall be held in perpetuity and used for the charitable purpose of advancing research in the field of global health, whether undertaken either in association with universities or other relevant organisations in Hong Kong or through other means, but in any event that benefits the Hong Kong communities at large amongst other communities worldwide, by supporting a Professorship named The Hong Kong Jockey Club Professorship of Global Health.

2. The Managers shall be responsible for the administration of the Fund and the application of its income, and shall comprise the Head of the School of Clinical Medicine, who shall be Chair, the Head of the Department of Medicine, and one member appointed by the Council of the School of Clinical Medicine for such period as the Council shall determine.[1]

3. Subject to Regulation 4, the income of the Fund shall be applied towards the payment of the stipend, national insurance, pension contributions, and associated indirect costs of the Professorship payable by the University.

4. Any unexpended income in any financial year, including income accrued during a vacancy in the Professorship, may, at the discretion of the Managers:

(a)be applied to support the work of the Professor;

(b)with the approval of the Council of the School of Clinical Medicine, be applied to support research into and related work associated with the field of global health, whether undertaken either in association with universities or other relevant organisations in Hong Kong or through other means, but in any event that benefits the Hong Kong communities at large amongst other communities worldwide in such manner as may be recommended by the Managers; and/or

(c)be carried forward for use as income in accordance with Regulation 3 in any one or more subsequent financial years.

[1] The Council of the School of Clinical Medicine has agreed that this shall be the Director of the Cambridge Institute for Therapeutic Immunology and Infectious Disease (CITIID) so long as the CITIID remains in operation and the Director of CITIID is not already a Manager.

4. That, on the recommendation of the General Board, a Professorship of the Public Understanding of Mathematics be established in perpetuity from 1 March 2024, placed in the Schedule to Special Ordinance C (vii) 1, and assigned to the Department of Applied Mathematics and Theoretical Physics.3

5. That, on the recommendation of the General Board, a Professorship of Management Studies be established for a single tenure from 1 July 2024, placed in the Schedule to Special Ordinance C (vii) 1, and assigned to the Judge Business School.4

6. That in the Ordinance for the Cambridge University Medical School Charitable Fund for Public Health (Statutes and Ordinances, 2023, p. 802), Regulations 2 and 4(b) be amended to read as follows:5

2. The purpose of the Fund shall be to support the work of the School of Clinical Medicine’s research and teaching in the field of Public Health. The Fund may be applied for the benefit of the Department of Public Health and Primary Care within the School of Clinical Medicine, or for the benefit of any other constituent member organisations recognised by the Council of the School, in any manner that the Managers shall in their absolute discretion determine.
